The IDT is a Schedule 2 state-owned entity which manages the implementation and delivery of critically needed social infrastructure programmes on behalf of the government. The organisation reports to the Minister of Public Works and Infrastructure who is the Shareholder representative. The IDT National Office is located in South Africa’s Capital City, Pretoria, and has nine (9) regional offices.
The Independent Development Trust (IDT) is a Scheduled 2 Public entity under the Public Finance Management Act, No.1 of 1999 as amended. The entity reports to the Parliament through its Executive Authority, the Minister of Public Works and Infrastructure. It was established in 1990 as a civil society organisation. In 1997, Cabinet decided that the IDT should cease to be a civil society organisation and be reconstituted as a public entity and development agency that supports the government in the implementation of government development programmes. Our mandate is to implement social infrastructure programmes and project management services to all three spheres of government through client-specific Service Level Agreements on a management fee basis.
The IDT takes a special interest in policy positions which are relevant to its mandate. Currently, the most pertinent policy directive is the National Development Plan (NDP): Vision 2030, which is the country’s blueprint for national development. Its strategy is aligned to the government’s Medium Term Strategic Framework (MTSF) and the seven priorities of the sixth administration. As part of this, the goal of the entity is to deliver quality accessible social infrastructure that contributes to the realisation of national priorities. As part of realising these goals, the entity will focus on the realisation of four outcomes, namely:

The IDT’s approach to social infrastructure development entails all the necessary measures, facilities and networks required to prepare communities to receive, participate in, own and sustain their own development.

The IDT was established with a R2 billion government grant. Focus: Implementing socio-economic development initiatives to uplift poor communities.
The IDT is listed as a Schedule 2 Public entity in terms of the PFMA and focuses its support on social infrastructure.
Cabinet decision: The IDT ceases to be a grant funding and civil society-based institution and starts to operate as a government support agency.
The IDT is a state social infrastructure programme implementing agency handling over R5 billion worth of programmes focusing on schools, Justice, Welfare and Social development, Health care, Sports, Arts and Culture facilities and EPWP-NSS management.
